If so, how do you start? Is there a certain age group? I will not say my age but it is between 10-15 years old.

Sure you can. Many clinics hire young persons to do these sorts of jobs. It's usually the dirty work, like walking dogs, cleaning cages/runs, sweeping, mopping, changing trash, and that sort of thing. You won't make a whole lot of money, but it is a great way to get a peek behind-the-scenes if you are interested in a career in the veterinary field.
Shelters can always use extra help, but they cannot pay for it. However, volunteer work looks wonderful on your college application or job resume! And, of course, you are doing a very good deed for the animals and the community.
I would start by calling (or having a parent call) and ask if they could use a person of your age to help out around the clinics in your area. Find out what the minimum age would be (most states have a minimum working age of 14, and the hours you can work are limited...have a parent find out about the child labor laws in your state). It never hurts to ask around!

I believe you have to be at least 16 to work for pay. At the vet clinic I'm sure you could volunteer, but I know that at my local shelter the limit is 14 and up.

Yes you can earn money looking after animals. I work for company where you can pet sit, walk dogs, feeding visits etc. I only get a few bookings so it's just an extra cash thing but it's fun. This Christmas I'm going to 3 customer's houses and feeding their cats why they are away.

Yes you can earn money by doing that kind of stuff maybe in an animal shelter or a pet store.

I believe you have to be over 16 to do kennel work in an animal hospital, and even then they may not hire you unless you have an impressive resumee.
Animal shelters wont pay you, but you can volunteer.

I work at an animal hospital. I'm 14 and I get paid $7/hour! I e-mailed the hospital and asked if there were any openings available.
