I believe in the 1930's mentally challenged children were either kept at home or institutionalized. Today the Americans with Disabilities Act insures their rights to education and equal treatment. Schools mainstream these children through the public school system but there is definitely room for improvement.

Back in 1930's if a baby look fun, was a little person, did not hear. They were all considered to have mental retardation. God I hate those words. My parents did not fight to keep their kids and were institutionalized. Therefore back in the 1930's there were no one to fight for the individual lives. Doctors had all the actions in these case. No days parents fight for there children well being fight all types of discrimination.

Historically, people with disabilities were not seen or heard. They were shunned by society and often kept in institutions or family dwellings. There were superstitions that were based on religious beliefs. Having a disabled child was a sign that God was paying you back for a sin you had committed.

Look for the history.

Today's views are that there beliefs that people with disabilities should have the same opportunities as their non-disabled peers. People with disabilities support themselves, go to college, live on their own and are part of the community.

Now if you are looking at the legal aspect of mice and men compared to then and now, it is sad to say that people with disabilities are sitting in jail for crimes they committed or didn't commit based on their understanding of right and wrong.
