When we got two cells in NYC about ten yrs ago on contract, we could go to any Verizon store for help; new phones, chargers, etc. Now we're in Orlando FL, and they wanted to charge me $40 'cause one of the chargers broke. Who do I see about this?

first off make sure you are dealing with a verizon company store and not an authorized dealer, second you can call 611 and talk to customer service and they can always do more for you than they will at the store

try ordering it direcly from verizon, or ebay
