If you have University installed, one of the career rewards is a phone (the resurrect-o-nomitron) that allows you to place a phone call directly to the Grim Reaper. If you pay him enough money, you can bring a sim back to life.
If you don't have University, I don't believe there is any other way to bring a sim back from the dead except by maybe using the bool prop cheat (I don't mess with it but if you check the sims2.com site, there information about it).

type in unlockCareerRewards
then u can get a bunch of career rewards,
and one of them is a phone you can use to call the grim reaper and bring someone back to life.
but it costs money and if u dont pay enough then they come back as a zombie
