Some people find it difficult to make eye contact. I suspect that it is mainly low self confidence.

It could be that they aren't used to looking people in the eye. Some cultures find it rude to look at someone when they are talking. It could also be that they are afraid or shy. Some people have social anxiety where they just don't know how to interact with others. It can also be they are hiding something and don't feel comfortable during conversations.

Mental illness,because every thing that becomes chronic
can result into phobias.Dogs have all the same issues as people.When afraid they will look away and the tail between their legs.This is call passive aggression.If someone won't look into your eyes its fear of what they may see,or fear of what you may see in them.They can not be trusted completely.
They do not trust themselves.They could be a time bomb.

Some people can't comprehend the contents of your sentense while looking at your eyes and find the face distracting as well , the visual contents of your sentense is what their looking for , and its out there ...just on the other side of you .. thats all..

some times it is indifference to the subject matter
Social status is vastly different and inferior person due to cultural factor avoids looking in to the eyes .

Because it's odd to stare at someone. You're supposed to shift your gaze from time to time. If they never look at you, then maybe they are shy or lack confidence.

for some people it respect for a lot of cultural background
for some people it liking someone
for some people it's shyness toward that people.

depends on the person it could be that they are intimated or shy or just not interested
