Regardless of the relationship between the adult and the child, such behavior would be considered sexual abuse of a child, and lewd conduct in the presence of a minor.
Anyone who suspects such behavior is happening has a responsibility to inform the Department of Child and Family Services immediately.
It might be awkward, but you might save a child from becoming seriously screwed up later in life.

it doesn't seem normal to me but there are crazy family out there. for them it normal. and what you think might not be the case to them.
just like other cultures around the world people do things that other people might find it funny or scary.
