No. Most people settle down and do not want to change because they identify with their conditioned ego - its pattern of feelings, thoughts, reactions, etc.
The people who are always searching have yet to remember who they are and why they came - which is essentially WHAT they love, their passion and purpose.
This can only be accomplished when they are able to detach from and observe the patterns of the conditioned identity and the reality that resonates in response to those indoctrinated beliefs.
Change your mind. Change your reality. Reality merely mirrors the contents of consciousness AND don't disregard the body-level cellular consciousness that replicates the original imprinted reality 'limitations' like a programmed hologram.

You have two separate thoughts blended.
First, people who are always searching for something perceive that they have nothing and what they really do have is an excess of the deadly sins and little else.
They need to take a closer look at the world and their comparative position in the world and then the can settle down and work to change the world to leave it a little bit better.

I have a cousin who's 49 and she has never settled down to anything, she has spent her life searching for something that even she now admits doesn't exist.

Good observation!
It's mind which says not to be and become something else. Being is what you are, becoming is what you should be - eternal conflict. Base of searching and seeking is greed and fear. You are right, journey starts when you settle down with what you are!

if a person can define what that "something" is, then finding it wont be hard. Now, if it is something abstract like "happiness" then you should define that into something tangible or obtainable like...a car or a dog etc. "a dog would make me happy..so to find and be happy..i should get a dog" get it?
Once you can define what you want, you can decide if it is worth it, and possible settle down and not need change.

People who are happy with their life do not go searching for something else, everybody who keeps searching presumably have not found their happiness - the one thing that makes them realise they have arrived! People who are happy and still want to go looking for more are sad - because they may lose the happiness they have found - maybe they are always thinking the other grass is greener?

I think most people will always be searching for something. I think when you stop it's sad. It's like you don't have dreams anymore. What's the point of life if you don't want more?

People who are always searching for something are never content. Some people enjoy contentment, others have a need for more and different somethings.

I'm searching for something, and I will not rest until the day I die.
The moment you settle for less that you deserve, you realize you got less than what you settled for

It depends on how good their memory is. If they remember where they put everything, then they won't have to waist time searching. :-)
Seriously though - All men seek for God, but all men do not know what they want. They are seeking because they are dissatisfied, without realizing that God is the object of their quest.
