7(-3)-2 - (4 - 4) = - 23

Take it step by step. First work out the "inner brackets"

6 - 9 = -3
7 - 3 = 4

Then insert those figures:

[(7 x -3) - 2] - [4 - 4]

You can see that the second bracket is 0, so ignore that and work on the first bracket:

[(7 x -3) - 2] = -21 - 2 = -23
