I live on the 6th floor apt, but its old and doesnt have sufficient insulation on the windows so its always cold! the spot heater doesnt work -- and my walls are all made out of freaking cement so i cant cover the windows with anything!

Go get some caulk-water soluable and clear-and caulk your windows. Just sqeeze some where you feel air movement and then wipe off the excess with a wet sponge or towel before it dries. There are also window kits of plastic that tapes over your window and you hit it with your hair dryer and it tightens so that the air can't creep in. If your heater doesn't help, cold air is coming in. Find out exactly where and stop it. If your the top floor, it may be cold above your ceiling and without insulation to protect you, it will be difficult to stop your heat (which rises) from just disapating.. You can drill holes in cement or block walls and then put in a plastic filler thingie and then screw into the plastic holder or there are metal ones for heavier weight. Your landlord won't like it but the holes are fillable and can be painted over. But the basic premise for a cold apartment is what they did to castles, they hung tapistries. Layer your windows with cheapie blinds, little holes and little plastic thingies which you leave when you leave, and then expansion rods that hold your drapes up and don't mark up the walls. I'm having a cold day here too. . .Brrrrrrrr. . . .

they make window plastic insulation kit . use special tape will held with the window also hanging insulated curtains should help as well any type of wall hanging should help as well that's why you see them in the old castles etc. the mongol tribes that live in some of the most hostile environment in the world use wall hangings to insulate their yurts. which is basically just a tent. also a fan on low might help circulate what heat you have

FIRST OF ALL THE MANAGEMENT OF THAT APARTMENT SHOULD REPAIR THAT HEATER , AND FOR THAT WINDOW TRY THE PLASTIC THAT TAPES AROUND THE WINDOW AND THEN YOU USE THE HAIR DRYER TO MAKE THE PLASTIC AIRTIGHT
