Yes, 802.11b works with both 802.11b and g, and it will also be compatible with r when that comes out. As long as your router is the newer version, you're fine. Aka you can't use 802.11 b router with a g card.

Yes you can but make sure the router is backward compatible. You should be able to tell from the router's specifications which appears on the box or in the owner's manual. Usually, it should read 802.11a/b/g or 802.11b/g. However, I should warn you that 802.11b uses an outdated encryption scheme (i.e. WEP). It is fairly easy to break and someone can monitor your activity on the Internet (e.g. steal your user id's and passwords). 802.11g offers the more powerful WPA and WPA2 protection.

It is very hard to find an 802.11g router though, most are 802.11b/g routers which can handle both speeds, and an 802.11b card will work fine with these.

Just about all G band routers are backwards compatible with B band adapters.
