If you start dickering with price, the people doing the work could either decide to walk away, or give you a half-as$ finished product. There's a fine line to walk before you upset or annoy the workers.

Most professional repair tech's have spent considerable time and effort and sometimes money, to learn their trade, when you tell them they're charging you too much, as long as they're within the normal guidelines for that service, you insult them. You can almost always find someone to do something cheaper than someone else, however, when the first installation or repair breaks, the second repair, by a professional, will likely cost more than the original installation would have, had you hired and payed someone to do it right.
I've also found that the people that do the cheap jobs in the beginning are reluctant, at best, to come back and repair any problems that crop up afterward.

If it is an emergency repair, (broken pipe, sewage flooding your living room) you are going to have to pay whatever they say. If you want to have non emergency repairs or remodeling done, then you should get several estimates and references before you allow the work. You can negotiate with the contractor, but you do not want to cut the price too much, because they may shortcut the work!

You can bargain on large jobs, like a remodel or having a new house built, but don't bargain on a service call.
If you are in a real bind, find out which plumber/workers take credit cards & see who is willing to take installments BEFORE they come.

Sure, give it a try. It doesn't hurt to ask. I always tell the customer I already gave him a great deal and can't go any lower. The quality of my work would never go down. No matter what the price. But that's just me.

The truth is you will get what you pay for! When you ask for a lower price you are just not going to receive much service. They are going to try to get out as fast as they can. You may have a mess to clean up and pipes that will leak in a month or so, but you got a discount.

Also, generally speaking, the people who perform the work have no control over the price being charged.

You can try, but you may find yourself paying a Service Charge and getting nothing done. Pricing is pretty much a set thing so get the price before setting up an appointment.
