It's the seventeenth quadrant, because 17 is greater than 2.

cos < 0 in quadrants II and III

The mnemonic device is "All Silver Tea Cups."
A- 1st
S= sine 2nd
T= tan 3rd
C= cos4h
if cos(x) < 0, it is either 2nd or 3rd
tan is positive in the 3rd quadrant.
So, what you're looking for is the 3rd quadrant.

there is a mnemonic device to remember this:

All Students Take Calculous

A- quadrant I - all possitive
S- quadrant II - sine possitive
T- quadrant III - tangent possitive
C- quadrant IV - cosine possitive

so it would be possitive in quadrant III.
