The Constitution was written to LIMIT the federal Government, and ONLY that... NOT to make laws about everyday life. That is done on a state level...

Do not get the amendments to the Constitution confused with the law. The amendments are not laws, but are rules and expansions of Constitutional rights. If you will notice the only amendment which limited a right, pro-hibition, did not work and was reversed. When laws are created they are measured and tested by the Supreme Court against the Constituion and its Amendments.

Child abuse is not specifically covered by any of the amendments to the U.S. Constitution. It is a crime in all fifty states under state law. If you want a constitutional reason for it, that would be covered by the original constitution and would not require an amendment.
