It helps to prevent fraud. Some people fall for easy tricks from con-people, and this is called "phishing". Which phishing filter specifically would you like to install? If it is the official one from Windows Update, then it is OK to install.

if it is the phising filter from IE7 [default] -- YEs is fine
that ie7 phishing filter, waht it does is, it checks websites you visit to make sure they are LEGIT websites and not fake websites made to seem real.
ie:
http://fakeebay.234o02.com can be made to look like the real ebay.... the phishing filter, will tell you, hey is not the real ebay, don't bother with it.
if its something else -- no clue

it watches out for fraudulent websites if you have firefox you don't need to worry because they have built in and if you also use Internet explorer 7 it has a phishing filter in the tools menu which you can turn it off or on

Sits near the bottom of your try and will scan the webpage before opening to see if it is a fraud or not. (Myself I removed because it really slows down your webpage openings).
I have other software that does not slow down my surfing, plus will kill any hidden embedded virus on the webpage in real time.
