Cell phones companies have geographic service areas that are outlined in the plan. This is considered your "home" area. If you leave that area, you are "roaming" and the phone charges will most likely be more.

Look carefully at the service area when selecting a phone plan! Compare the area to where you will likely use the phone. If you travel a lot, you would want a larger "home" area, or a nationwide plan that does not charge extra for roaming! If you are going to stay within the home area, you do not need to worry about it.

It means you are out of your service area and your phone is trying to find a source of connection to its satellite. (cell tower)
