I have no idea what nermal means so I'm going to go with thinking that's an Odie behavior

Odie is being portrayed as a silly, non-aggressive dog. Its odie's characteristic.
And since its suppose to be a funny comic, they wanted something the opposite of normal, so its the dog that gets bullied by the cat instead of the other way round.

nermal would always come back cause he was too cute to be bullied. odie loves being bullied cause him and garfield are bff.
