my friend organised this hangout because she's coming back to hong kong from beijing to visit us. totally happy and excited, we were totally outta control and invited so much more girls than boys. we told the shy boys the amount of the girls who were going, and they were totally intimidated that they refused to join us. but we want both girls and boys to come, so we decided to kick a few girls out....but how can we do this nicely without hurting their feelings?

You can't do it nicely. You invited them, they get to come. Next time, control yourself and you won't have this problem.

There is no way to do that. You will hurt their feelings. The real question is: Does that matter more to you than achieving some perfectly organized event? There will always be glitches when planning things like this. Just go with it. Some things in life cannot be controlled. Then some things, are actually BETTER uncontrolled and free. You made a commitment to these girls, and to pull out of that is not only tacky, but kinda... well... mean. Let the chips fall where they may. You might end up pleasantly surprised.

Alternate attendance times among all the girls so that everyone gets some exposure to the party.
