Here's how to fix this irritating problem caused by any Virus/Trojan-horse/Spyware in Windows XP, you can get the Folder Options again by simply editing the Windows Registry!
Just type in "regedit" in RUN dialog box so it will open Registry Editor.
Now goto following keys HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Then in right-side pane, check whether if a DWORD value named NoFolderOptions exists or not? If it exists then either change its value to 0 or delete it.
Restart your computer and you are all done!
Note :- Before doing this so, PLEASE DO A FULL SYSTEM SCAN of your computer for any Virus/Spyware/Malware with a fully updated Anti-Virus/Anti-Spyware Software.

Somehow a virus or a worm attacked your unit and caused it. I have same experience as you where my desktop had no folder options in the control panel or in the menu bar when my computer is accessed. I suggest that you scan your drives with a good antivirus (NOD32 or better) and isolate the viruses/worms that are hiding this folder options. After the complete scan and cleaning, your folder options will return to the control panel.

I would greatly advice you to scan your pc with a virus scanner, i feel that will solve your problem
go to http://www.sophos.com/security/analyses/w32brontoka.htmlggo to gpedit.msc -> user configration -> Administrative templates ->Windows components -> Windows Explorer and disabled "REmove the folder options menu from tools options"
can see folder options in control panel and Windows explorer
Download folderopts.vbs and save this file to your hard drive. Navigate to where you saved it and double click the file. The VB Script file will check for the appropriate value and if not found will create it. If the value was found, it will be toggled to its opposite state and you will be informed that you need to restart. This script can be viewed in Notepad or any text editor, as to the specific Registry key and value that are updated. Your antivirus software may report this script as potentially malicious, or a possible virus. This is because the script writes to the System Registry.

Well, I don't know any way to put the icon back into the Control Panel, but you can always access Folder Options by: opening any folders, at the top click on "Tools" tab and Folder Option is at the bottom of the drop down menu.

Select from the Start-menu "Run" and enter : GPEDIT.MSC
Go to User Configuration ->Administrative Templates->Control Panel ->Hide specific control panel applets
click the disable radio button.

then search 4 what u need i couldn't find for myself but im pretty sure its there
