Depends on what they were doing.

Anominously - Yes - if it was in progress.

Then it would be upto the police to pull a car off traffic duty or what ever and catch the miscreants in the act.

But - be a witness - NO WAY - A slap on the wrist or a couple of months in the nick - and thats my windows getting put in and life threatened when they get out. (Unless it's already been done by their mates on the outside.

If it was very serious like if someone was getting hurt then yes I would, but if something minor like someone speeding or having an expired tag, then no.

I think I would keep my mouth shut if it was a drug deal or something, if it was a murder, or a crime against a child then you have to say what you know, no matter how frightened you are.

Depends on the crime, doesn't it.
Murdering someone, well, yes. But petty stuff, probably not. They're not really interested anyway.

Depends on what it was. If it was something like murder, or abuse, or animal abuse, yes. But if it was someone stealing or a prostitute or something, I probably would stay out of it.
