Almost all of the banks exchange the HK Dollar to Pesos. Try Philippine National Bank, Land Bank of the Philippines, Equitable-PCI bank, Metro Bank, etc. But for higher exchange rate, I would suggest that you may go to the foreign exchange market, there are lots of them inside a mall.

I assume that a HongKong based bank will surely change HK dollars. Then go to HSBC (HongKong Shanghai banking Corporation).

better yet, go to the SM malls, where they have forex counters. avoid going to the money changers you usually see around the corner. either the SM malls or any bank where you will not be fooled by conmen
