Very simple. The GOP is beholden to corporations; corporations look continually for ways to keep labor costs down so their executives and shareholders can pay themselves more, and one way to keep labor costs down without sending jobs overseas is to welcome immigration from poor countries. Since the INS puts quotas on the number of people coming in but the penalties against companies hiring illegal immigrants are nothing, the government in effect encourages people to hire illegals.
This causes three problems:
1. Illegal immigrants put an unnecessary strain on public resources and often do not pay taxes;
2. Illegal immigration causes wage deflation, which in turn causes hardship for legal workers (further reducing tax takes);
3. There is no incentive for the countries where illegal immigrants come from to bring their living and working standards more into line with those in industrialized countries.
I don't know if Democrats will change anything. However, there was less outsourcing of jobs and more job protection (combined with higher average wages, taking inflation into account) and a bigger tax take during the Clinton terms than during the Bush terms.

that is a very good question. i have racked my brain trying to figure out why bush was pushing the amnesty bill. why did he not close the borders and institute some type of lockdown on our borders. all this bonehead and his minions ever talked about was fighting terrorism over there in "irack". yet he might as well as dissolved the borders. he also tried to turn the ports over to some middle eastern country.
if they had a reason, they did nothing except blame the dems for wanting to do what they themselves were doing already.
i think i read that paul is for stringent control of our borders. but he hasn't much chance, i do not think.

Republicans know who their base is, so they have to say certain things. They have to think religion is really important, Roe vs. Wade and gay marriage are the spawn of Satan, guns are really sweet, no new taxes, etc. They rarely deliver the goods on these talking points, but it makes the people that vote for them feel better. Immigration is one of those things. There is no easy answer, but we can pretend that there is. I guess if they go through with the fence that would probably stop some people.
Same goes for the Dems when it comes to issues like making life easier for poor people, health care reform, the environment, etc.

One or another party has held powers for 21 years during which NO One enforces existing immigration policy. Border security or illegal entry is but one strand of a complicated set of policies. The last effort was bi-partisan in 1986, but resulted like Prohibition in a demonstration that the Federal Gov't would not enforce the law.
What's new and different are the demands from state and local governments, as well as citizen groups, for relief from and action against all of Washington's common, concerted, and cowardly avoidance of a set of policies and problems inherent in immigration.
Politicians of all persuasion do what's in their interests, chiefly to get re-elected. They can't be faulted for doing what comes naturally.
We voters and citizens have got what we wanted, and maybe deserved, in our own avoidance of this problem.

President Bush wanted to (not the kind of stuff the republicans today want but something) then 9-11 happened so giving the "comprehensive immigration reform" a problem getting into the politics of its day. The issue of Immigration reform (as most republicans want it today) came up in time for the 04 election.. which is also part of why Bush didn't nudge it in until 06 but by then a lot of other factors happened to make him a lame duck

Answer: They had no desire to curtail illegal immigration. The GOP is sympathetic to business more than to citizens (the same is probably true of the other party to some extent). Cheap labor is good for business. illegal immigrants maybe bad for security, social programs, or maybe even employment prospects for citizens, but it is great for business.
Why do politicians usually do or fail to do anything? Because it is in their best interest.

Because, they dont want an end to Illegal Immigration. They're base - the CEOs and Board members of huge multnational corporations - make too much money off illegal labor doing old unionized and middle class jobs. Therefore, everything they say about Illegal Immigration is a farce. Chest pounding at best.

The Politicians employed several illegals and they are as guilty of unfair labor practicing as the Chinese in that regard. It's all about making a quick buck.
