Depends on how much has fallen.
I shovel before it is done snowing.

I live in Michigan. We are getting about 10 inches of snow. If I were to wait until it is done, it will be too heavy to shovel very comfortably. It is much better to shovel twice (or three times) than to shovel it all at one time. It will kill your back if you wait until done.

Plus if you wait, you have a greater chance of getting the ice covering on top of the snow that will had weight and make it harder to even get the shovel through the snow. I am going out to shovel after breakfast.

I would shovel in the midst of the snow, while it is still snowing. Even if it involves shoveling twice, it will still be much easier than shoveling a very heavy load at the end of the day. When you leave it to the end of the day, it can break your back it feels so heavy.

depends on how much snow your going to have, if you wait for 2 feet, it will be hard to shovel to say the least, not to mention strained muscles and over exertion.
on the other hand, if you can shovel it as it's coming down and not pose a health hazzard, you get twice the excercise and not the amount of exertion all at once.

Your choice if your shoveling..

It depends on the amount you are talking about. If you are expecting say 8 inches then just wait it out. Shovel once. If you are expecting 12 inches or more. Shovel twice. Once halfway through the storm and once when it is over. It will put let strain on your back with less weight.

I shovel after it's done snowing. There would be no point in shoveling snow, and having it fall all over again.

It's more of a hassle.

I think this is it:

shovel during: more time, less work (less weight to shift about)
shovel after: less time, more effort (more weight to shift)

So if you need time then shovel after, but if you have lots of time then during.

Generally I'd prefer after.

Wait til it's over so you don't have to shovel more!

Suppose it would be easy to do it while snowing as you have less to shift?

But then again here in sunny england we never get that much snow to even think about that

I'd rather shovel for three hours, than six hours.
Is that wrong?
