I would name it The Wind River Tribal School of the Arts. I would promote it by giving scholarships to all qualified Native people. It would have a visual arts program, a performing arts program, a technical arts program and a tradional arts program just to name the few that I can think of right now. Wow...what a great question! Thanks. Now if that school ever becomes reality I'll name a building after you!

Learn What You Want When And How You Want To Taught By Someone Else Who Knows It University.
It promoted itself for years in places like Alexandria.
Today they call it a library and it's nowhere near as good.
