Have to? No.

Should you? Yes, once in a rare while.

Use warm water, a soft brush or gentle scrubbing pad, and if you need a little more power, some salt as an abrasive.

Be gentle and quick- the handling and scrubbing will stress the turtle.

Yes, but only when the shell is dirty and has something on it. If you brush it to much, it indeed will hurt the turtle.
Only brush untill everything comes off.
