what should i major in, and what steps should i take.

I am a PhD student and I heard a rumor that UT Dallas wants to become Ivy league quality. Well, they would have to really increase their budget and hire the best professors (researchers) that are out there. Money is not everything because once professors are making $300K and have support for their research, they don't necessarily need anything else but recognition. It is much better for most professors to make $300K at Harvard than to make $400K at UT Dallas.
Having said that, if anyone can, it's going to be U of Texas. Texans are bold and rich. Harvard has more money for the Business School alone than most states have for their entire university systems.

Wow! A brilliant idea but a question I'm not fully capable of answering.
I would think you'd have to research how each Ivy league came to be. From there you would get an idea.
Personally, I think each Ivy league was born by not a specific major but a variety of majors. This could be the reason why certain Ivy League schools are better than others at specific areas.
Take for example Harvard and MIT. MIT is ranked lower than Harvard overall. As you notice however, Harvard is only well known for it's Law, Medical and Business programs. MIT is known for it's technical program: Engineering and Computers.
I think the key is for you to first figure out your passion, then try your best to obtain perfection in that are and build a school out of it. Your school would become the most prestiguous for that at first, then you can expand.
My high school, which was prestigious started by a mans passion to tutor kids and see them go on in life.

You will need to major in something that will allow you to make several billion dollars.
It is easier to marry into that kind of money than it is to make it.
