I dont want to sound very discouraging but I have to give you my most honest opinion.
Waste water Treatment Engineers or Professionals (sales, marketing, service) etc... are mostly dominated by males in the UAE and mostly are either Indians and Arabic. Very few are from your country.
This is the case because the UAE market in this sector is related to Trading. Most of the trading companies are either Indians or Arabic owned and most of the users are of the same nationalities as well. It is only wise that people in the sales & marketing and service be from the same race as well.
I have seen quite a number of Philippinos Waster Water Treatment Engineers but all of them are in Jeddah Saudi Arabia and males. I have met one as well in Metito, Sharjah UAE but he's in Canada now and also a male.
I suggest that you browse first www.bayt.com and see for yourseld where you think you can fit it in.
However, I suggest - please dont risk of coming to Dubai on a visit visa as this once calculated risk can turn into a nightmare for you.

I am also a Filipino and working in a recruitment Company here in Dubai. Our company is hospitality business so i think i cannot help you. But thinking of you coming here, i think would be a waste of time and money unless you are "offered" outside the country to come here. I do not suggest that you would come here and take an adventure of a lifetime if you have other choices. Practically speaking, these days, is not a good time for Filipinos like us to look for a job here. Mahirap na pa chamba-chamba. But if you really would like to come here because you dont have any other options, i can only say good luck to you!
