I don't think there is such a program, because it would be perfect and nothing is perfect.
Some antiviruses have Parental Control, which blocks this kind of sites. For example, I had BitDefender TotalSecurity 2008, which has a good Parental Control. In a certain place, you can see exactly which sites had been blocked. I suggest that you try combined firewalls and/or Parental Controls, so that almost nothing with adult content can be viewed.

You should try Net Nanny or Child Safe will categorically block adult sites and violent content. You can also use parental blocks that are in Windows.

my pop up blocker has server blocking and my browser can block photos. So yeah. start with "opera" they have a web browser and e-mail with lots of options.
