Ask the father to help, thats the advantage of parents, to support each other

Make the 18 year old get a job and pay rent. Instead of making big meals, give the kids an allowance to buy food with, and keep none in the house.

Your sister has to lay down the law and stick to it. Otherwise she is actively teaching them that she is expecting them to take advantage of her. She must set expectations for chores that each one is responsible for and the consequences for failing to do them. Don't do their chores for them if they fail to.

If the 18 and 14 yo have never cooked meals, it is time they learned. Assign them each a day per week to make a meal. Work up to more. So what if it ends up being sandwiches. Their repertoire will increase with time. She's not doing them any favors if she is not teaching them this basic skill.

The 7 yo can set and clear the table. Probably even load and unload the dishwasher. If doing dishes in the sink, well, a 7 yo can do that. You may have to edit out some items you deem too dangerous like sharp knives. Someone this age can sweep, vacuum, fold clothes, wipe out the bathroom sink, empty garbages, dust, and more.

As for them bringing their friends in all the time, I'm assuming you mean daily for hours and hours. Your sister needs to sit down with her teens and set day and time limits that all deem fair. Perhaps limit rooms they can hang out in if they are creating a huge amount of housecleaning.

Bottom line is that they can only take advantage of her if she lets them. She's the adult. It's her house.

First off, she has to want to. Since she is not asking the question, I seriously doubt there is anything you can tell her to change the way she is raising her children. I am sure you have plenty of good ideas from your observations, but SHE has to want to stop. She may be happy to know where her kids are, instead of the kids being gone all the time. She may have self esteem issues and wants to be popular with her kids and friends.
It could be worse. see below

OMG! Is your sister asking you for help or are you doing this on your own? could it be that she is happy to be taking care of her kids and dosent mind doing it? After all, it wont be too much longer and they will be out of the house.

she has to lay down some rules if she is tired of such behavior ...i know i would be tired of this.....i spent 25 years i feel like as a slave and really wasted years of my life.......i would not recommend just letting things go and just keep working on top of working for people that does not want to help or care at all.......she might just nicely ask them for help also.......tell them she can not do it all and her work also.......
