Each person reflects their society inasmuch as they are individually unique to one another. Take for example monks in a monestay, truly they are all what we call spiritually enlightened and yet they are still set apart by their views and actions. These "evil" people simply reflect the ideas (suppressed or otherwise) of the society around him.
Again we return to the monk, there was a time that science was prohibited but scientific research was done in monestaries because society needed to progress. Likewise a selfish and evil man does not care about other people's feelings because no one cares about his. Hitler's Final Solution against the Jews was accepted by the German public, he was merely a catalyst who spoke out. If he was truly evil (whose only intent is the sadistic torture and systematic execution of Jews) wouldn't his fellow Germans stop him? But they didn't because they accepted him so does that make the German population inherently evil then?
One man's problems reflect a greater problem seen in society. Indifference, hypocrisy; these are reflected in the larger picture every time a crook or a tyrant comes up. When we as a society ignore one member we therefore allow and even cause this member to fall out-and later, we brand him as an outcast or criminal but we too are guilty of omission.

I truly believe, that evil is created, not born in a person...Here are some circumstances: Inherant mental illness,...extreme childhood abuse,..possible brain injury,...neglect, immoral circumstances during childhood, and dissociative during childhood....then say throw them out of the house when they are about fourteen years old...When there is truly no Christ in their hearts, I believe their heart becomes a vacuum for Satan to enter, and the perfect candidate for a vessel to perpetrator evil on the Earth...Science now deems this person a psychopath, insane, etc..and they probably are...but to the public, they might be the kindest, nicest person around...But the pain and agony they suffered early on at the hands of others, has been flamed inside by Satan, who is the Evil one, and uses them to destroy others. They are motivated by extreme abuse, pain,, neglect, and lack of anything moral to help them refrain...God help them..add drug abuse, and years of homelessness, and bad influences, usually that they come into just to survive..They don't truly mean to be selfish, and many times, can be standing there looking and talking to you as one of the most upstanding people in the community...when in fact, they have committed heinous crimes...Satan uses these people to destroy lives, and keep others from finding Christ Jesus and God...and this is the ulitmate goal of Satan...who also knows his time is near..that is why you will see so much evil emerging these days..He is capable of murder, and going on without even seeming to show signs of it,. and could get away with murder.

this person has low survival skills and is functioning in a growing population. its a ? of mathematics how many crazy people in a group of 100 or 10,000,000 odds are you find a crazy or evil person in the larger group. and independent of modern society this individual would have been weeded out and dealt with in a non complicated society and gone. thus we can conclude that an evil individual has a low survival instinct . if he couldn't function within the group the group would've left him to die its more a ? of being less able to survive than being "normal"

People behave in ways that they are socialized and this socialization can come from a combination of things. Their life experiences, where they were brought up, their genes and so on, all contribute to their behavior. So some people have no conscience like how we see it. Killing or raping or things like that while abhorrent to us, can seem natural to them. I think it is best to keep out of the way of people like those.
As you say, his behavior is quite normal to him, and he don't even know he is being selfish and cruel, and if he knows, he just doesn't care.

Part of it comes from genetics and part of it comes from environment. But most likely, I definitely have to say that our actions and the choices we make stem from the environment that we are in.
