They are interchangeable. Policy is a synonym of principals.

Principles are used to form policies. Policies are the guides to action, or the parameters for action, or the scope for actions. The actions themselves are developed from the principles that are held in common. The "principle" that nations should be prevented from having WMD's resulted in the policy to attack Iraq and maybe Iran. From "principles" re: life, conception, and cloning, come policies effecting research and development of stem cells and abortion. "Principles" that are held in common re: the proper understanding of marriage, causes a policy to be written against same-sex marriages. They are NOT interchangeable. From deep rooted "principles", come far-reaching policies effecting others.

Policies are specific provisions that people must follow while principles are ideas that people make but are enforceable against the people.

They are NOT interchangeable.......A 15 yr old boy throws a punch at a 13 yr old girl who puts her hand up to block it but misses and gets her nose broken....
per the wonderful POLICY of the local School system..as she attempted to defend herself she and the boy BOTH were suspended
In principle the boy should have been the only one punished...

principles - more like ethics and morals
