Anikin would in a fair fight but Waylon Smithers would probably do something tricky to make it look like Burns won.

I would love to see Mr. Burns give Skywalker "The beating of a lifetime" but obviously Anakin would win, he would probably have to defeat Smithers though, burns would order him to do the fighting.
