Because the people in control were colonialists who believed indigenous people to be interesting, but incapable of complex thoughts; something less than fully human.

The original area that was considered the USA did not include a very high native population by that point. And since the region was controlled by white people, they are the ones that made the decisions. Also, the native populations in other parts of the continent still had not really adapted to the invasive and possessive nature of European style ownership. So they did not claim direct ownership of the land, leading the whites to view it as open land for the taking. Once they'd taken it, they viewed it as theirs and acted that way.

well lets see... It wasnt till the 1800's that we stopped fighting a war with the indians (about a 100 years after the constitution was writen).

and those men were british.

Indians do matter and are part of history and it's a shame that they are a dieing race. But the answer I think to your question is: They were not armed.
