Well, they may just not have essential communication skills, which is necessary for a job, and their coordination may not be good enough for driving. Having both these is very important.

People who are mentally incapable of knowing what they are doing will not have any reason to hold a job or drive. Those with extreme neurological disorders such as autism, epilepsy, sleeping disorder, brain trauma, etc are the ones not allowed to drive without doctor's approval. They usually get tired faster than most people so, be patient with them.
If they are capable of working, not holding a job is not a disorder, it has more to do with discrimination, learned helplessness, change of mind about the job, etc. The worst enemy is lack of accommodation at the workplace for someone with identified disorder.

It may not be a disorder at all...or it may be neurological. I like what Learner says-
I'm personally thinking it might be autism because you mention the clumsiness and inability to drive...Is the inability to hold a job due to difficulty getting along with people?

It could be any of hundreds of disorder - if indeed there is one. It is not possible to give you a conclusive answer given your very very VERY broad description. It is like asking "I don't feel well, tell me what's wrong with me?"
And, like I said above, it is also possible that there is no disorder at all. It may be a more attitudinal or personality problem.

Greetings,
I'm not a Medical Professional, but I think most people with a "disorder" that prevents him, or her from driving is due to medications taken by him, or her. As for holding a "JOB" most disable people CANNOT, or WILL not work due to thier disability. I found that MOST disable person either feel down often from their meds, or their disability is Mental, Behavior problems, criminal background, history of violence, or worse. Most however is related to being Biopolar.

There is no one disorder or diagnosis or disability one could have, but many. I know a person who has quadriplegia who fits this description, but also a person with agoraphoba.
