How about writing them a letter inquiring as to their phone #? I don't mean to be snarky, it's just that I don't think a reverse look-up on a Japanese address is going to work. It's hard enough to use a Japanese address just to deliver the mail.

Have you tried typing the address into google?
Sometimes that works. It can't hurt to try it.
Also, you can PROBABLY call the operator and ask.
