Money has nothing to do with it.
I agree with Baba Yaga that many girls and young women dress according to fashion (and a cursory glance at magazine covers will show you what that means) and do not realise the effect they are having on men.
There is a double standard here: if women DON'T dress sexily, they are laughed at as "sexless" and ugly; if they dress provocatively, they are "asking to be sexually harrassed" as you put it. We can't win.
Surely there is NO excuse for disrespectful behaviour.

I'm a female and I know what you're talking about. Some girls out there just dress slutty or "Exposeable". They like to draw attention and be admired, but when guys actually start STARING at them it gets kind of creepy. So they think that something funny is going on and maybe charge Sexual Harrassment. It's really stupid if they do that, In my opinion. Well, I hope this helped. =]

If a woman is wearing sexy, provocative clothing, she may be doing it because it makes her feel sexy. Or the fashion industry has influenced her to the point that she thinks she has to dress like this.
Sexual harrassment is a different story. Just because a woman dresses nicely doesn't mean that a man has a right to reduce her down to a sex object.
Get a life.

The particular type of woman you are describing is probably screwed up and and looking for ways to get attention in very negative ways. Or else she has poor fashion sense and can't figure out why people behave oddly towards her.
I personally like to dress conservatively. Even to company parties - while many of my co-workers wear hoochie mama dresses, I prefer to wear a nicely tailored suit. But trust me, although I dress conservatively I still catch both women and men looking at my body. I have also received compliments from men on how I dress.
Now, if I were going to a romantic dinner with my husband, I would want to wear something a little sexier to please him and make him proud that he deserves a little eye candy.

Maybe there reasons have nothing to do with men. Just because it turns men on doesnt mean it is being done to cause that reaction. If they feel good about wearing certain clothes (which coincidently make men feel good too) then I think that is a great thing! If men are stupid enough to break standing laws then that rests solely on the shoulders of the men for actually breaking the law.... unless your Muslim and agree that men are too weak to be able to control themselves around Female beauty.

Honestly women in general love to dress sexy it makes them feel good an the truth is we all like at least a litlle attention but you gotta remember their has to be boundaries, you cant just go up and grab them and its ok to look but its disrespectfull to stare! if you want to give a complement go ahead and do so women love them but once again be respectfull ! that is the key respect. women appreciate am respectful man. but dont get me wrong the possibility of their being women who do it for the law suite is there but you have nothing to worry if your respectfull and dont cross the line!!!!!!!!!!! most of us are not asking for it!

That is why rules need to be enforced in the work place to spell out what professionalism means, and have guidelines on what is appropriate work attire. Short skirts and visible cleavage is not professional, unless your profession involves dancing on a pole.

want attention, and some scantily clad women want attention
and lawsuits. I say that all men should stay away from

You want to know how I look at this subject; being a Muslim that is. I'm going to never mind all the preaching about this is why Muslim women are covered; no I'm going to take this route: One of the most beautiful art pieces in the world is the human form, especially that of a woman. We're not allured to it for nothing you know. What it does is it captures our senses. Yet, as it captures our senses a mighty words such as "respect" and "rejoice" are somehow left back at the train station. It's hard to rejoice in one's form when a lack of respect abounds. Now that respect comes in two shapes; one comes from the men who purposefully do the cat calling; the other which comes from women who dress that way on purpose to see who they can nail.
