Terrorists use violent action in orber to achieve political aims or to force government to act.Terrorism is caused by the conflict of interests between terrorist and government.But the popular people often lost their lives in the conflict.It's innocent for them.

Terrorists will use a target that will catch the attention of political authorities to see that they are serious. They also use these targets to grow sympathy of the population to their cause. If innocent people get killed or injured,so be it.
That's why I can't understand why they're being detained at Gitmo. Terrorists are not soldiers and shouldn't come under the Geneva Convention. Just line them up against a wall and open up with a .50 caliber.

The answer is no, unless the popular people are directly targeted by terrorists. As we have seen in the last 10-15 years, usually buildings and places are targeted and people unfortunately become random collateral damage.
