First and foremost, set up a "sick tank" for the fish, especially if he/she is in a tank with any other fish (so they wont get infected).

I'd say, isolate the poor fish, take them to a nearby pet store and ask them what could be wrong (I'd do some research first, not all pet- employees know everything!) then begin treatment ASAP. I'd recommend adding aquarium salt (same as non-iodized salt) to the tank in case it's a fungus (the salt is harmless anyway, i always have it in my Betta tank anyway to keep them from getting any kinds of fungus) only use a teaspoon per gallon!. take it to the pet store and get some medication for it. it may just be the coloring of the betta it might have been born like that or it could be a fungus or ick you should take him into your local pet shop and show him to them and they well give you some medicine to treat it if it has a sickness

white spots usually indicate ick,the best way to tell if it is ick is check to see if your betta is rubbing itself against things.if it is doing this then its definately ick.u treat ick by going to a pet store and buy ick medicine and turn your heater up to 85 degrees and turn off any charcoal filters.and do this for 5 days or until you get rid of the ick.

1. Rest and bring to temp the required amount of tank water (please tell me you have a tank with hiding structures and temp control and not an isolation/torture chamber).
2. Put fish in water prepared water with anti-fungal meds.
3. Sterilize tank (with Grey Goose if you're Paris Hilton).
4. Rinse tank. Repeat.
5. Return fish to tank full of same temp, rested water (or just return the lot to the tank).

From your description, I'd say your beta fish has the disease called ick. Visit your reputable pet store and ask what ought to be done. To delay will bring the demise of your fish.
