Politics - pure and simple.
The original vision was for 15 branches and that no bank be more than 1 days buggy ride from their closest branch bank.
But negotiations were contentious and the blueprint went through a lot of changes in a posturing for power and control.
As part of this horsetrading for votes, the senator from Missouri managed to get two Fed banks in his state.

politics is the truest form !!! part of the sale was the one in st louis could also handle illinois and the one in Kansas could handle kansas!!!
