I am not sure anyone can give an accurate count.
To start with, there are over 200 "national" associations recognized by FIFA. In most, but not all of the nations, there are multiple "national" professional/semi-professional leagues.
For example, in England, you have five national levels (the Premier League, the Championship League, League One, League Two, and the Nationwide Conference) with approximately 110 teams. In the U.S., you have three national levels (MLS, U.S.L., and D-3) with around 40-50 teams.
Beyond the national level clubs, you have regional amateur leagues (which in many countries can earn promotion to the lower levels of the professional leagues).
My best estimate is that there are probably over 20,000 men's soccer teams around the world with a continuing status (i.e. the same team with roughly the same players playing in the same or similar league in a regularly scheduled season) playing organized soccer.

Probably around a million, maybe more. There are over 6 billion people in the World. Football is wildy popular in almost every country in the world, and even where its not there are still a lot of people who play it.

every country or territory has usually 10-20 first division. then there are loads of other division. then there are recreational clubs. honestly it has to be a lot more than you can imagine
