A: kinda, they will keep offering new apps and other vendors will keep wraping their software to operate on helio devices.
Q: "is the ocean OS windows mobile"
A: Helio's OS is not windows mobile. If it was more apps would be avalible. The helio OS is of its own.

I know this doesnt answer your question much...but dont go with helio..you will save your self alot of time..and MONEY...i tryed one of their phones out...returned it in under a week..
took me over 8 months..to get 340 dollars back... bad idea to even consider them ;)
