I'm a notary public and certified loan signing agent in CA and i'm planning to advertise myself saying that i'll give gift card in gratitude for the job. Is this illegal?
I'm gonna give out $10 or $20 gift card to mortgage brokers, escrow officers, etc.

I think you need to really think about this. It could be viewed as a kickback which is at the minimum very unethical and could very well be illegal. You better go ask a real lawyer who practices business law in your state and don't trust folks here on yahoo or you might land yourself in some real hot water.

More unethical than illegal. It may bring you attention you don't want also. Especially from your competition.
