Vacuum leaks often cause surging while idleing, and other idle problems. To test for this, first make sure you know where all the vacuum lines are and their connections. Also, be familiar with the intake manifold, and where the gasket all around it is. Now: get a can of carb cleaner. Start the engine. Spray a mist of carb cleaner all around the vacuum lines first, especially at their connections. If the engine changes idle, you probably found a leak. Also spray all around the intake manifold gasket to check for a leak, and even the base of the carberator. If you get any of the spray directly into the carb, it will surge or change idle, so don't be fooled by that.
I had a surge going on with a similar engine in the past, but not at idle, while underway (a boat). I drove myself crazy checking everything, and almost replaced the fuel pump cause I was conviced it was that. I finally pulled all the spark plugs, and found one that was cracked on the ceramic part, clean through. Replaced it, and never happened again. I guess the spark plug was grounding itself out every now and then.
