I'm a notary public and certified loan signing agent in CA and i'm planning to advertise myself saying that i'll give gift card in gratitude for the job. Is this illegal?
I'm gonna give out $10 or $20 gift card to mortgage brokers, escrow officers, etc.

You'll need to check the the Secretary of State's office. Notaries generally need to be above reproach in their dealings with the public so this may be prohibited under the ethics rules. Even if they are not, the probably should be, IMHO.
