There are several ways to define intelligence. In some cases, intelligence may encompass such traits as: creativity, personality, character, knowledge, or wisdom. Nevertheless the inclusion of these traits is contraversial in the field of psychology.

Now, to answer "are people born dumb..." The intelligence factor has a large number of biological correlates. Strong correlates include: 1. mass of the prefrontal lobe, 2. overall brain mass, and 3. glucose metabolization rate within the brain. Intelligence also correlates less strongly, but significantly, with overall body size. There is conflicting evidence regarding the correlation between intelligence and peripheral nerve conduction velocity, with some reports of significant positive correlations, and others of no or even negative correlations.

Intellignce factor also positively correlates with conventional measures of success (income, academic achievement, job performance, career prestige) and negatively correlates with various social issues (school dropout, unplanned childbearing, poverty).

What a wonderful question. It shows the personality of the person asking it. It puts that person in a certain category.
It makes us all wonder if this person is a little judge mental, a little angry and a little sad that they were called dumb sometime in the past.

Even the most autistic person is not dumb. Everyone has a unique and distinct talent.and everyone is on this earth for a reason. Your reason apparently is asking "dumb" questions.

Well one's potential intelligence level is related to one's biological traits and to the environment. This means that even in the most positive environment some people are just going to be dumb and that those with the potential to be highly intelligent might just end up average idiots due to negative environments.

They are born knowing very little. If they are in an environment that encourages learning (parents talk to them a lot as babes and read to them a lot as toddlers) they will pick up skills as fast as their inherent capability permits. If they are ignored they will learn to be dumb.

Intelligence is a result of both nature and nurture.

But to be frank, I suggest you learn a bit of tack. It would make you sound much less "dumb".
