I am currently looking for a new filter for my African Albino Clawed Frogs. The one I am most interested in is called the repto filter by tetra and what I wanna know is, is this a submersible filter the descriptions aren't clear. And also will it disrupt the water a lot or will it stay still for the most part?

It is submersible - it's meant to sit in the water inside the tank, as long as the water is at least 2 inches deep - you don't want the water any shallower, because the motor is at the bottom, and it needs to stay underwater to push the water through the filter. The top can be out of the water (adjust to the height you want with the suction cups that come with it).

At 90 gallons per hour, it would disturb the water (moreso the smaller the tank).
