I used to do this years ago to surprise neighbors and teach my kids the joy of giving. I do remember that one day we gave a jar of jam and a tag that said "Hope your holidays are jammed full of joy!" I can't remember hardly any of the other gifts. They were simple, inexpensive and mostly stuff you already had. Like a calender at the end to hope that the year is full of joy or something like that. Kind of urgent as we started last night and not sure what to do tonight. I also know one was hot chocolate to hope keep the warmth of the season. Can't remember it and would love to get it right. Anyone know what I am talking about"

Just some chocolate chip cookies in a pretty tin would be great, "as neighbors go, you're the chocolate chip in my cookie!"
Or some divinity. "hope you have a divine Christmas." Or, "some divinity for a divine neighbor!" [if you don't make divinity, Hallmark has it].
Even some starlight mints in a cute dish or jar. "may the starlight on this Christmas eve remind us of the star over Bethlehem 2000 years ago."
Or the calander. "may all the days of the year be Merry and Bright!" "From January 1st to December 31st, may all the days of 2008 find you and yours healthy and happy!"

Why dont you do those little mason jars layered with all the dry ingridents of chocolate chip cookies and a tag saying what else and how much to add to it or maybe go to like dollar general and get some stockings and some fabric paint and some candy and let your kids decorate the stockings fill them with candy and pass those out

buy a bag of apples and carmel and melt them for the kids, buy a bag of mixed nuts and fill them in sandwich bags
