How to do remove the shroud or recoil starter on a lawn mower?

Engine: Briggs&Stratton the holes are not threaded how to get it off 6.25hp!And why is the whole gas tank mounted to the blower housing?

older models had 3 to 4 bolts new models have rivets you have to drill out gas tank is mounted to bottom of carb. pick up tube runs from carb. to tank
