Yes, actually NASA allows a very small number of ounces of 'personal items'.
Pete Conrad, who flew in the Apollo 12 mission to the Moon, was fond of baseball caps and had one made that would fit over his space helmet... unfortunately, it weighed too much and he had to leave it on Earth.

no because they use a type of video phone. Like talking on your pc to someone on there pc. But why not they let a astronaut in the 70's take a 7 iron, and he got a 1300 yard drive in one shot on the moon. And Virgil "Gus" Grissom took 5 penny rolls in to space with him on the 3rd or 4th Saturn 5 launches.

Probably, but you wouldn't get any service once you were about 50 km above the Earth (cell phone don't receive much over 15 km).

No they would for several reaons, first of all it would be useless, second is the weight. It takes fuel to lift weight so why use the extra fuel to something useless into space
