According to the freedom of speech: No. If you are in court you will be reprimand by the judge and answer a legitimate answer, at school you will get an "F" and a good dossage of embarrassment. In a game of words if you know enough English language will be a good learning game. If someone is asking and ambiguous question, well an ambiguous answer will be correct.

Why would it be? Our Country's future is in question, so how can answering a question with a question be illegal?

If you answer a question with a question, it's not an answer, it's question. It's impossible to answer a question with a question because a question is not an answer.

it's not against a law.
if the question answers the other question in a way then that is fine!
if you ask a question that doesn't answer the original question then that is just impolite.
