I have bought him special mouth rinses, he takes prevacid daily for heartburn, brushes his teeth but the odor is offensive and not going away.

bad breath is often a sign of other issues mainly involving the digestive tract, he might want to see a doctor

if he insists on eating those foods KNOWING how they react on him, he will continue to have those reactions. Covering it up with mouthwashes and medication WILL NOT change the facts of the condition. He needs to stop eating those foods or you need to find someone who CARES ENOUGH ABOUT YOU not to offend by what they eat.
